Retired IPS officer Rashmi Ranjan Swain has been appointed as the first Chairman of the Odisha Uniformed Services Staff Selection Commission (OUSSSC), a newly established body tasked with overseeing recruitment for multiple uniformed services in the state.

The appointment was approved by the Government of Odisha as part of its efforts to operationalize the commission and strengthen transparency and efficiency in the recruitment process for uniformed personnel.

Swain, who previously served as the Director General of Police in Jammu and Kashmir, brings decades of experience in policing and administration to the role. Officials say his appointment is expected to provide strong leadership as the commission begins its work.

The Odisha Uniformed Services Staff Selection Commission has been created to streamline uniformed services recruitment in Odisha by bringing multiple departments under a single recruitment mechanism. The commission will handle hiring for departments including Odisha Police, Home, Excise, Forest, Environment and Climate Change, and Commerce and Transport.

By centralizing recruitment, the state government aims to introduce a more transparent hiring process, reduce delays, and ensure that vacancies in uniformed services are filled through a fair and standardized system.

To support the functioning of the commission, the state Cabinet has also approved rules outlining the method of recruitment and service conditions for the Chairman and members of the OUSSSC. These rules establish the operational framework for the commission and define its administrative structure.

With the appointment of Rashmi Ranjan Swain, the government has taken a key step toward activating the commission and strengthening the recruitment system for uniformed services across Odisha.
