Union Minister of State for Social Justice and Empowerment Ramdas Athawale has said that significant development initiatives have been implemented in Jammu and Kashmir since the abrogation of Article 370. Speaking about the government’s efforts, the minister highlighted improvements in infrastructure, expansion of welfare schemes, and steps taken to promote social justice and economic growth in the Union Territory.
Athawale noted that the Central government has focused strongly on improving Jammu and Kashmir’s infrastructure development, particularly in road and rail connectivity. According to the minister, enhanced connectivity projects have helped integrate the region more closely with the rest of the country, supporting tourism, trade, and mobility for residents. Among the key transport developments is the introduction of the Vande Bharat Express, which represents a major upgrade in modern rail travel and connectivity.
The minister also pointed to the implementation of several major government welfare schemes in Jammu and Kashmir aimed at improving financial inclusion and social security. He highlighted the impact of the Pradhan Mantri Jan Dhan Yojana, which has enabled millions of people to open bank accounts and gain access to formal banking services. The scheme, according to government data, has significantly expanded financial access across rural and urban areas.
In addition, Athawale referred to the benefits provided under the Pradhan Mantri Ujjwala Yojana, which aims to improve household health and reduce dependence on traditional fuels by providing subsidized LPG connections to economically weaker families.
The minister also discussed initiatives supporting entrepreneurship and employment, particularly through the Pradhan Mantri Mudra Yojana. The scheme provides loans to small businesses and start-ups, helping individuals establish or expand micro-enterprises and strengthen the local economy.
Housing and healthcare initiatives were also highlighted as key components of the government’s development strategy. Athawale said many families in Jammu and Kashmir have benefited from the Pradhan Mantri Awas Yojana, which provides financial assistance for constructing or purchasing homes. Meanwhile, the Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana has expanded access to medical treatment by offering health insurance coverage to economically vulnerable families.
Addressing issues of social justice, the minister said the government has extended reservation benefits to Divyangjan (persons with disabilities) in the Union Territory. According to Athawale, the move aims to ensure equal opportunities in education and employment and reflects the government’s broader commitment to inclusive development.
The minister also commented on India’s economic growth trajectory, noting that initiatives such as Make in India have contributed to strengthening the country’s manufacturing sector. He added that support for micro, small, and medium enterprises (MSMEs) continues to play an important role in job creation and economic development across regions, including Jammu and Kashmir.
Athawale further mentioned the government’s plan to conduct a caste-based census, stating that such an exercise could provide valuable data to support targeted welfare policies and ensure that benefits reach marginalized communities effectively.
Responding to concerns about global geopolitical tensions and their possible impact on energy supplies, the minister said the government is closely monitoring the situation. He assured that adequate measures are being taken to maintain fuel availability and manage potential disruptions in supply chains if international tensions affect global oil markets.
Overall, Athawale emphasized that the government’s policies aim to promote inclusive development in Jammu and Kashmir, combining infrastructure upgrades, welfare schemes, and social justice measures. He said continued investments in connectivity, healthcare, housing, and financial inclusion are intended to improve the quality of life for residents and support long-term economic growth in the Union Territory.
The minister concluded by reiterating the government’s commitment to strengthening development in Jammu and Kashmir while advancing broader national goals of economic progress, social equity, and sustainable growth.
