GREATER NOIDA: Prime Minister Narendra Modi on Saturday said that India’s ambition to become a developed nation hinges on self-reliance, stressing that domestically manufactured semiconductor chips will form the backbone of that vision.

Speaking via video conference at the foundation stone-laying ceremony of India Chip Pvt Ltd, a joint venture between HCL Group and Foxconn, Modi said the Covid-19 pandemic exposed vulnerabilities in global supply chains. The shortage of semiconductor chips, he noted, disrupted production lines worldwide and stalled economic activity in several countries.

“Developed India will be built on the foundation of self-reliance. Made-in-India chips are critical to achieving that goal. The technological initiatives we undertake today will define India’s capabilities in the 21st century,” the Prime Minister said.

The upcoming Outsourced Semiconductor Assembly and Test (OSAT) facility will be established at the Yamuna Expressway Industrial Development Authority (YEIDA) in Jewar, Greater Noida. The project marks a significant push to strengthen India’s semiconductor ecosystem.

India Chip Pvt Ltd is a 60:40 joint venture between HCL Group and Foxconn. The facility, expected to be operational by 2028, will manufacture display driver chips. An investment of ₹3,700 crore has been earmarked for the project over the next few years.

The company estimates the project will generate more than 3,500 direct and indirect jobs, boost local supply chains and attract partners across the semiconductor value chain. With a planned capacity of 20,000 wafers per month, the plant aims to meet rising domestic demand while reinforcing a resilient supply chain.

Union Electronics and IT Minister Ashwini Vaishnaw said the development reflects India’s emergence as a global electronics manufacturing hub. “India now ranks third among electronics-exporting nations. This plant will produce 3.6 crore chips per month. The brain behind digital screens will now be manufactured in Jewar,” he said.

Uttar Pradesh Chief Minister Yogi Adityanath said Jewar is rapidly emerging as a key industrial destination, adding that the semiconductor project aligns with the Prime Minister’s broader vision for technological advancement and industrial growth.

Bob Chen, President of Foxconn’s Semiconductor Business Group, said the company looks forward to establishing a reliable semiconductor assembly and testing base in India and contributing to the country’s expanding footprint in global technology manufacturing.

HCL Group Chairperson Roshni Nadar said the facility will cater to both domestic and international markets, strengthening India’s position in the global semiconductor landscape.

The project is being seen as a major step in reducing India’s dependence on imported chips and building a self-sustaining semiconductor ecosystem.
